Reason: Currently none of these tags imply any generation. Due to our standard of keeping alternate forms out of main tags, they do not imply necrozma or zygarde either.

The three alternate forms of necrozma were introduced in Pokémon Ultra Sun & Ultra Moon, the second Gen 7 game to be released. Necrozma itself already implies generation_7_pokemon.

Zygarde is trickier. The base (retroactively called "50%") form implies generation_6_pokemon, as it first appeared in Pokémon X & Y, the first Gen 6 game. However, the first game all the other forms appeared in was Pokémon Sun & Moon, the first Gen 7 game. The different forms of Zygarde did play a major role in the anime, in episodes which aired between the release of the last Gen 6 and the first Gen 7 game, but we generally ignore the anime for generational tagging purposes (see ho-oh, lucario et al.).

Semi related, why can't we call basic zygarde zygarde_50_forme even though it was added retroactively and then have all the forms imply zygarde? Since then all the forms would have their own names and it'd be like shaymin land vs sky

Zygarde was intended to have a more prominent role in "Pokémon Z", the follow-up to X and Y. Things happened internally that ended up scrapping that follow-up game(s) (X/Y are the only games to not get a follow-up version(s)), but the anime carried on through that missed follow-up, even titling itself Pokémon the Series: XYZ and making Zygarde more important with its new forms, which is part of gen 6.

A similar thing happened with Arceus, incidentally; it was originally intended to be a new pokemon during gen 4 with a distribution event, but that event was scrapped and you couldn't (legitimately) find or get Arceus in Diamond/Pearl/Platinum, it instead being showcased in the anime. It's appearance in the main games wasn't until Pokémon Legends: Arceus and Brilliant Diamond/Shining Pearl, but we (and everyone else) still say it's a gen 4 rather than gen 5 or 8.

I stand corrected. Still, I think it's fair to count the other Zygarde forms as gen 6, since it was originally in X/Y in its 50% form, and the remaining cell, core, 10%, and complete forms were part of the gen 6 story arc in the anime, which the mainline games had planned but skipped over because of internal issues.
