I noticed the last DB export date back to the 18 of this month. Is there an issue with exports or is it on purpose?

I doubt it's intentional, it probably just didn't get noticed somehow. Quite a few changes were pulled on the 18th so it's probably related to them in some way.

I don't believe the code that generates the db_export stuff is open source so I can't actually look at what's going wrong, but that's my suspicion either way. Earlopain will probably fix it soon enough.
