The artist is not in the Avoid Posting or Conditional DNP list, and from what I know it's from their official Twitter account.

Since it is their own art, and they are making it available on their official free to view gallery (twitter), then it should be fine, yes.

(But if they had given that dropbox link in a paywalled patreon post instead of publicly on their twitter, then it would be pay content, which would make it a no. Or if a stranger had made the art dump, instead of the actual artist... that would be possibly leaked content and you would have to check the artist's free official galleries (twitter, Furaffinity, Deviantart, etc) to see if it was freely available or not.) But in this case, it does not look like paid content.

Another good thing to check, is to always look for their name on this list: https://e621.net/wiki_pages/85 (using ctrl + f can be a quick way to search the page in a lot of browsers). This makes sure they are not listed as DNP or Conditional Do Not Post on that list. If it's on that list, don't post it. If you have special permission from the artist to upload it here but they are also listed as DNP, then be prepared to show that permission in a screenshot to a member of staff. Sometimes artists make exceptions to their own DNP/cDNP status, and they have the right to do that, but we will need to see the proof of that. Otherwise DNP stays DNP. This is mostly common for commissioners who have arranged for an exception for the art they just bought, sometimes.

In this case, it looks like neither of those things are an issue. But please be sure to put the link to that twitter post in the source when uploading it to e6, so that way we can see where it was publicly released by them. This will also speed up the approval process since it will be easier for us to see it was not paywall content.
