Per the wiki page, the shota tag should only be used on explicit or sexually suggestive posts

no. shota and loli only get tagged on sexually suggestive/explicit depictions of young characters, or for simplicity's sake they get tagged if they're causing the post to be rated Q or E. your pic meets the criteria because the young character is having sex with another, however an example where one wouldn't is post #3770232, since neither cub are displayed in a sexual manner. a child walking through an amusement park wouldn't be tagged loli or shota, and a child walking through an amusement park while two employees have having sex in the bushes wouldn't either, however a child deciding to join in and have sex with two employees in an amusement park could, if they are either female or male respectively.
I'm thinking that loli and shota should probably be removed from the default blacklist then.
If the tag is correctly used, it's completely redundant (via implications) to young -rating:s which is already on there. If incorrectly used, it's filtering additional content that isn't supposed to be on the default blacklist.

i believe it's supposed to catch instances where people tag their NSFW young artwork with loli or shota, but not rate it as questionable or explicit.

Oops, was assuming explicit in context. Yeah, OK, I need to add it next time then. Although it's likely all three are blacklisted, this is not using the power of the blacklist!
