Changing my vote for now, the two new tag suggestions sound impractically long and unneeded.

Is there really a need for (A) an umbrella tag for all non-canine penises with knots, as well as, (B) a tag for non-canine characters with knotted penises?
I feel that bringing back the knotted_canine_penis tag would solve for A (see pending BUR at topic #27933) while bringing back the knotted_penis base tag would solve for B.
People can just search for knotted_penis -knotted_canine_penis to find all non-canine penises with knots, and search for knotted_penis -canine for all non-canine characters with knots.

I don't wholly disagree, but I think a separate knotted_canine_penis wouldn't be used properly; people just tag canine_penis and (not always) knot. But I also don't like knotted_non-canine_penis either, because there are non-canine animals with knots or knot-like bulbs, and singling out canines as having knots with knotted_non-canine_penis covering everything else doesn't seem right.

It would be more inline with the tag selection that is currently available (i.e., knotted_X_penis).
It doesn't really matter how well people would use this specific tag since all of the rest is just as likely to not be used properly; e.g., tagging knot + equine_penis instead of knotted_equine_penis.

The problem is that searches such as knot equine_penis or knotted_penis equine_penis will include results where a knotted canine penis and an unknotted equine penis are both present.

And searching for -knotted_canine_penis knotted_equine_penis wouldn't help because...?

In that case, it excludes pictures with both a knotted canine penis and a knotted equine penis.

I don't think you understand how tag searches work.
Applying - before a tag will only exclude that tag from the search query, so searching for -knotted_canine_penis knotted_equine_penis will exclude all knotted canine penises while leaving knotted equine penises intact.

Sorry, I must have gotten confused with what you are trying to find. Can you give me an example scenario (like what you want to see or don't want to see) so that I can formulate a tag search?

Consider someone who wants to find any non-canine but knotted penis. They don't mind if a knotted canine penis is present, as long as a non-canine knotted penis is there. Without a tag for non-canine knotted penises, the best they can do something like ~knotted_equine_penis ~knotted_humanoid_penis ~knotted_tapering_penis ~knotted_feline_penis ~knotted_cervine_penis etc.

I have to say that would be a very, very specific scenario, it is like saying "I don't like canine knots, but I am fine with it if there are other non-canine knots in there."
If that is the case, then you really need to do something long like that.

Would that necessitate the need to create a non-canine_animal_penis tag as well?

The reality is that we don't really use that many non-X_* tags (see list ), the only exceptions being non-mammal_* and the aforementioned non-canine_knot.

I think what OP is getting at with non-canine_knot is the phenomenon whereby a lot of furries assign one of exactly two penis types to every species, canine or human. (Equine penises are sometimes seen as well, but in that case there's usually more of an implied awareness that they're out of place, to the extent that they appear on humanoid characters much more often than canine dicks do.) The presence of a knot isn't really the issue so much as the penis as a whole is inappropriately canine.

I wouldn't mind having a tag along the lines of non-mammal_breasts to cover such scenarios, since they really can't be sensibly blacklisted under existing tags. I don't think this BUR is the place to hash it out, though, and non-canine_knot probably needs cleaning up first.
