I want to change my own artist's name, including all other websites, and then will the tag names on my previously uploaded works and other people's uploaded works also change?

You can make an alias request to change the flong tag to your new name, and it will change it for your and other people's uploads that used the tag, yes. Though since you don't have your e6 account linked to your artist tag, you may need to provide external verification of the name change (or you can message an admin about linking your e6 account to your artist tag, which would make future changes easier).

The simplest way to swap over the old artist tag to the new one is to manually go through each and every post with flong and retag it. A less labor-intensive way would be to request an alias and provide off-site sources that show a link between the names. However, that could take a while until an admin got to it.

If you decide you also want to link your artist tag to your e621 account, that's a separate process and not necessary for changing over your artist tag as long as you provide those off-site sources in the Reason field. If you end up switching your name at some point, you'll likely need to go through the verification process again.

To verify your account, message one of the following off-site e621 accounts and say that you'd like your e621 account linked to your artist tag, with a link to the former so they know which account you're referring to.

As a bonus, once you've been verified, every time you upload one of your own pictures, a checkmark will appear beside your artist tag on that post.

That's not really that simple, particularly when there's 80 or more uses of it and other people may continue tagging the old name. An alias request may take longer to actually occur, but it's much simpler, and only requires external verification (one of your known gallery or social accounts mentioning the old/new name). If you get your account linked to your artist tag, presumable such external verification isn't needed.

Just let him know your username on e621 and your artist tag.

Any staff member could help you, you don't have to go through those accounts specifically.
But we will need to verify your identity one way or another.

And no, you won't need to relink if you change your name.

We generally list multiple names if say, someone has different username on Inkbunny than Fur Affinity or Twitter. Same if artist wants to change names, so people are not confused about the name change.
