I actually brought this up before in forum #145352 and it was decided that it was a bad implication.

tldr: The balls can be entirely in the mouth but not actually visible. It's the same reasoning as to why felatio doesn't imply penis.

Yeah... this would be the same thing as ballbusting -> balls. It would need to be visible to do so.
