Reason: Fingering, fisting, penetration, licking, vore, and sex are all acts involving slits, which is what slit play is. Other categories such as cloacal, urethral, anal, and vaginal all have these acts implicated to them, but slit play does not yet.

Oh that's a good point. I don't think it's possible to knot without penetrating, no. I can update the BUR with that in mind.
However, most other knotting tags don't seem to imply penetration either, simply the form of sex that is being performed (ie anal_knotting implying anal, not anal_penetration), so that's a whole different can of worms.
