idk what is easier for the staff: reject the solo implication and aprove a BUR, or remove the duplicate from the BUR. I can remove it from the BUR if it's better.

Maybe it's best to link single-implication topics to full BURs so they can make decisions quicker? Can't hurt to try I guess.
