I was just wondering because I prefer to use tor because it is more private(a tor site may also help protect ppl questioning their sexuality from being outed to their parents-for example)

Private/Anonymous mode on normal browsers already protects your identity. TOR is just a waste of time and effort.
It seems that Tor works fine with e621 as is. Using a hidden service would add no benefit to either users or admins.

Legality aside, there is literally no merit in having somebody work out their sexuality by continuous exposure to very strange fetishes.

Incognito mode prevents you from keeping incriminating history and cookies from a browsing session on your machine. It doesn't protect you from websites, which could be storing an IP associated with your activity or account. It doesn't protect you from your ISP, which could easily rat you out to your government. It doesn't protect you from parents or landlords, who could be snooping on your activity with the router you're connecting to.
