Reason:

In order for there to be a foot_job tag there needs to be a penis. Some posts that have the foot_job tag don't have the penis tag when it is clearly visible.

I believed that it had to be a penis in order for it to be a foot job.

I would also apply this definition toward sex toys as well.

Note that this should actually be changed to footjob if it were implicated.

I don't know how this should be applied to pussy stimulation, however I don't know that there's any specific tag for that. Other than hornjob all of the *job tags are overwhelmingly penis-centric. Which means if footjob ends up being implicated to penis, then handjob should as well.

There's also the issue of when the penis isn't actually directly visible, but there's obviously some sort of *job happening:
