You'd rather let pictures just go untranslated? if someone can translate and make so that everyone can read it seems more reasonable.

I think its better to alias to translation_request so that if someone wants to translate it can find it easier. +1

Yes this is a wonderful idea, especially since we have dedicated translators working 'round the clock to ensure every single post tagged as such is immediately translated with no reason for silly things like preferential requests or umbrella tagging

Translators are in no way obligated to translate "everything" that's under the translation_request tag. They pick through it and translate what they feel like translating. So having the tag there just makes it findable for when someone feels like translating it. IF there's something that has another language in it but doesn't need translating (like for instance, it's only sound effects, or actually a signature, etc) then it can just be tagged with the language and not translation_request. There's no point in tagging something as being "untranslated" unless you're highlighting that factor in order to see that it gets translated (someday). Since it's an English speaking site, any translation into English is helpful and appreciated. It's far better that it gets tagged. And then leave it up to the individual translators to decide what they themselves feel like translating or what they feel like leaving for another translator to do.
