I would say yes, if the tongue is penetrating the other's mouth. But it's not necessary to penetrate the partner's mouth to be tagged as french_kissig

penetration does have tongue_in_mouth as a related tag, but tongue_in_mouth doesn’t imply penetration

I would say no for french_kissing, however I would consider this for extreme_french_kiss.
