The good news is, there is a perfectly good chat system on this very site; just click the "Send message" blue text on a user's profile in the top-left corner if they're willing.

The bad news is that RPing in 'public' on this site is very, very, very much a no-no, so... :I

Well, if you mean voice chat, then yes I do suppose you'll have to do it over Skype, but if you mean textual (and hopefully literary :D) then this site's own messaging system is perfectly viable for RP.
