Just what it says. A 403 Access Denied error page. You tried to access a page that you don't have permission to access, so the server returned that to you instead of the actual page.
The link points at a page on the old site, and to discourage old, broken programs, links that are pointed at the old versions of links return that error. This is to encourage people to update their scripts/programs, and to tell users that what they are trying to access isn't valid anymore.
It's vaguely threatening in nature because the page often gets returned at a very high rate so customizing it per client with a reason is a waste of resources. The resulting generic page has to cover everything that can potentially cause it to show up. "some people" don't take a hint, and end up getting bullet points 3 and or 4 implemented against them, but it's pretty rare. You have to really try to get hit with those.
