Vaginal penetration doesn't imply pussy because it is possible to determine that the vagina is being penetrated, while the vagina is not visible. While it is unfortunate that you are running into this problem, your only real options are better utilizing your blacklist with additional tags or tag combinations, or just manually adding it every time you encounter a post that should have it tagged. So long as they've met the 4-tag minimum, an individual will not be reprimanded for not tagging pussy on applicable posts.

you are aware that it's the individuals who tag everything right?
Instead of complaining, why not tag pussy yourself so it can get added to your blacklist.
It'd take no less than 10 seconds.

Perhaps that's partly because e621 is not a porn site but an art archive that has happens to have pornography on it along with lots of non-pornographic stuff, and partly because uploaders often just slap on a few tags and move on, relying on other users to take up the slack, instead of taking the time to go over their uploads and at least try to be more complete.

No, it really doesn't. It implies vaginal and penetration, but even Vaginal doesn't imply pussy. You can have an internal bit showing the cervix/uterus, but not see the actual pussy itself.
