Not necessarily, while the vast majority might show cervix, there is still a chance where they don't appear should they be obscured by something like cum or censor_bar (see post #2361776 & post #89315).
Similar logic as to why anal_penetration does not imply anus, but rather anal. Suggest to include cervical as a new tag instead.
