Yes, that happens all the time.
Report a post and request a tag lock there. Of course, you should probably have a good reason for that, such as an edit war.

So do I report such cases as tag abuse?
I can't find any reports to lock something otherwise.

Yes, but only if there's been a tagging war/disagreements. I don't believe you should request tag locks if there hasn't been a problem with the appropriate tags staying on and inappropriate ones staying off, as you're essentially asking a moderator to take a look and determine if the tags are correct (tags have their own definitions for when they should and shouldn't be applied; just because a user wants a tag locked doesn't necessarily mean it's appropriate for the post, so it has to be checked, and once it's locked only another moderator can fix it if it ended up being a mistake). If there isn't a problem with a post staying tagged properly, it's best to just leave it be.
