Aliasing watching → being_watched

Reason:
Redundant, two tags for the same concept.
The wiki says this for watching: "Similar to voyeur and being_watched but the person doing something knows they're being watched."; but being_watched is no longer only tagged for instances where the character doesn't know they're being watched. That usage got replaced by the more descriptive peeping tag.
So watching and being_watched no longer differ in usage, which makes sense: if someone's 'being watched', there's someone 'watching'. Same thing.
