Is he really a fan character, or just someone's OC that happens to use a species from a show?

Actually, on that note, what if the character was portrayed as a different species? Transformation hijinxs, the creator wants to experiment, it's not completely out of the realms of possibility that at some point they might appear as something different. Would they still be a fan character?
Makes sense to me, My Little Pony fan characters can be drawn as humans or other species and still receive the fan_character tag.
