Is twink just a general term for gay dudes who are/appear overly thin (as in look like they need to eat a steak... or 50)? Is it a style of being effeminate, or a combination of things?

There are many different answers to that. I have seen twink defined as
A. A person, just coming to terms with their sexuality who more experienced people are eager to break in. "fresh meat" if you will.
B. An extremely effeminate young man. See also: femboy,tomgirl etc,etc.
