There are two conflicting tags for destroying buildings: building_damage (which I seem to create after clothing_damage) and building_destruction (preexistent). The question is: which should be aliased to the other?

Usually people just tag destruction for this.

Neither should be aliased. Theyre for different purposes. If people havent been using them as such its a shame but they do exist for different reasons.

Building damage is something thats minor. Holes in walls and other things like it.

Building destruction has an implication (socially not in the system) of demolition or total intentional destruction.

Damage Has happened or is happening accidentally.

Destruction is happening intentionally and is never used in past tense.
