Im new to posting and need to add my characters to e621. They have never been posted before and need to add them, as well as create the artist tags if possible since neither of them have been posted from what i can find.

Before creating a new tag, you can add a character: prefix to make the new tag a character. So, use character:name to make their name a character tag. This will not work if it is already tagged on a post, you'll have to use the tags index to edit the tag if it's already tagged.
If this is confusing, just tell us the name of your character and we can add/edit it for you.

dumb question that's probably off-topic to this thread, but if I go by different usernames on here and FA, should I tag my character as "[Character]_(Coffey25)" or as "[Character]_(FA Username)"?

You can go either way, as it still relates to the same person.
