I need an artist for a special art between two dragons mating but I sadly can't draw, need to talk about that.

Here's what you do:
1. Go to furaffinity.
2. Search either "price sheet", "pricesheet", or "commission", with "date" in the "descending" order as your search options.
3. For either option, look through the results until you find some artists you like the styles of (It's a good idea to shoot for people who already draw the kinds of thing you're looking for, but some artists will surprise you if you go out of their normal comfort zone).
4. Make sure they're actually open for commissions, and if they are, are within whatever budget you're willing to spend.
5. Also make sure what they're willing to draw / not draw doesn't conflict with what you want.
6. Search around for the artists name, making sure they don't appear on any "Artist bewares" or just generally people have a bad time with that person.
7. Once previous criteria have been met, contact the artist(s) in question about commissions. Do be considerate and only go for ~one artist at a time, it sucks for someone to accept a commission and then have the other person back out because someone else got the job.
8. Enjoy your commissioning experience.
