what if someone draws a lucario with a design that is based on cat? or fox? or dog?

We don't implicate species to pokemon for the reasons mentioned.

The tricky thing about pokemon, is that they really straddle the line between "character" and "species". Where the species almost IS a character, in this very generalized sort of way. They get treated like both in common practice too.
So for a normal example, lets say someone draws Krystal as a deer - it would be a non-issue because it's obvious that she won't get tagged as a canine in that picture, she'll only be tagged as a cervine. That's ok because the recognizable traits that make her krystal would be tagged by her character tag. However, if you have a lucario, that tag is serving double-duty because it's half a sort-of-character and also as an actual species. So if someone draws a lucario as a deer...my best bet for tagging would be to tag both cervine and lucario and then either cosplay or hybrid depending on the context. But if we had a perfectly normal deer with lucario markings and coloration also getting tags like "canine" and "jackal" on them because of implications, I don't think that will really serve searches in any useful way. It would make a mess of it.
In a nutshell, I think pokemon tags should be treated a little differently because they're sometimes as much a semi-character as they are a species tag. So implicating them to other species tags could get a little messier than a normal species tag would be.
ETA: I see the matter's settled now (while I was writing). But I'm going to go ahead and leave this simply because I didn't see this point made elsewhere yet and I think it's an important factor unique to pokeman tags. So, I'll leave it just in case it might be helpful for anyone reading this thread in the future.
