I'm relatively new here so can someone explain the creepy comments rule because if I'm not mistaken this is buy and large a niche porn site so banning any sexual comments seems counter intuitive.

Firstly it's an archive site which has a large archive of pornographic content, but that's not the sites intent.
Secondly, the creepy comments rule is in place to effectively dissuade people from grossing up the comment section. So comments which can be seen as being disturbing in nature like someone saying "I want to ___ that character in the ___" or something along those lines can be reported, and if the admins agree that the reported comment is creepy they'll give the reported user notice on what they did that is against the site rules, and advise them not to do it again, or further action depending on the severity/ user history.
Remember that creepy isn't just someone talking about sexual fantasy, there are also comments which people get graphic into description about gore, torture, or even real life events they have been threw which most of the traffic of the site also don't want to have to experience when most people are simply here to view archived artwork.
It can be read up further in the site rules, and even expanded on by site staff if you're unsure about something.

Another way to word is simply that we don't want to hear about your sexual fantasies. If you find something you like comment on what you like about the image, not how you want to wank to it.

I have a probably-abnormal hobby of looking at accounts of banned users, and I did see a ton of them being for Creepy Comments. I did notice some cited comments that did just talk about the quality of the art (mainly how attractive features were drawn), or were saying pretty vanilla statements like "now this is hot".
So, is it just best to avoid any language about being aroused by art in the archive? Just wondering if that's the rule of thumb in admin space.

A good thing to avoid is self inserting to the pic "I would like to do ****" and not talking to the image or role playing in it. Besides that, just not telling everyone about sexual habits or that you plan to jerk it. It's creeps users and artists out :P

A good rule of thumb is, when writing a comment, to ask yourself "Why would someone want to read this comment?"
Most of the time with a creepy comment, the answer boils down to "they wouldn't."
No one cares about your fetishes or fantasies.
Now, being charitable, I could say that most people posting comments like that are trying to express how they like an image. But in that case, there are much more effective and informative ways to communicate that message that aren't reliant on throwing out your personal fetishes for all to see.

That makes sense, I suppose. But I still see some comments that could be reasonably seen as an inoffensive expression of admiration that still get flagged as creepy.
I suppose it all comes down to the human moderator, which, by nature is fallible. I mean, that's why we have ban appeals, yeah?

It's worth noting that you don't get banned right away! You getseveral warnings before your first ban, and that one is usually only for a few days... so, you get a lot of feedback and opportunities to learn

But what even constitutes as a "creepy" comment in the first place? If you click on the banned profiles and look at the comments they get banned from, most of them seem to be completely harmless.
No joke, somebody got reported for a creepy comment on a pic with Gideon from Zootopia. All they said was "He's negotiating" when the pic featured him in the back of his pie van with a couple of girls.

And if the goal of this new rule is to stop people from posting / viewing creepy comments, then what about the already existing system of being able to hide unpopular comments from view? The only way people would see those comments is if they intentionally clicked to reveal them, and at that point, it's their own fault.
Also, the mods don't delete the creepy comments they punish people for. The comment is still going to be there, even after the punishment expires. So it doesn't really seem like anything is getting resolved. They're just making people afraid to communicate on this site, or share any form of critique regarding the artwork.

'creepy comments' isn't exactly about clearly quantifiable harm. It's about the negative social consequences of generally permitting inappropriate / socially intrusive comments.

Even if I personally have never reported comments, partly because I do consider 'creepy' to be an unsatisfactorily vague category, it's still not that hard to determine what is meant from examples.

But I don't think it is.
I think the goal is to minimize creepy comments not by preventing 'people' from posting them, but by incrementally identifying and eventually banning *the most prolific* posters of creepy comments. This is a fairly common strategy for administration of a site which has many users.
People viewing creepy comments is not an issue, AFAIK. The issue is when there is a reasonable expectation that you WILL find a creepy comment on any random post - ie. when people can expect to be forced to view creepy comments. That has been a problem e621 has had in the past.

why do you say ".. or share any form of critique regarding the artwork" ? Critique comments can be unpopular, but reporting them as creepy is more likely to get *you* in trouble rather than the commenter.

I don't think it's those comments that got them banned. You are probably clicking on his record the link in the Body-column, after the Blocked-text. This shows you ALL of their comments.
However, if you click the oldest still visible record that is already made neutral (the link being only the text "no"), it will take you to an actual comment to which the record is referring. https://e621.net/comment/show/4061312 "Want me to pet you in your special spot?" This in relation to the image to which it was a comment, is clearly positioning the commenter in a sexual fantasy like fashion in the comment – hence creepy.
I wonder, why ratte hasn't linked in other records to the actual comment, but only to the whole list of comments by this user..?
Another thing, which I think the user got record from, is https://e621.net/comment/show/4171065 "I'M FIRST!", which is a similar case to the previous one. I would assume this is the cause for the topmost entry in the user's record, as the marking has been put in his record in 15 Nov 2018, and the comment is dated 13 Nov 2018.

Recent records tend to have citations of the specific comments that were considered creepy. Picking and linking such records would make much stronger examples.
Regarding SuperHyperForceTeam~ (the ~ is important, they don't show up in records search without it)..

There is a bit of neglect from Ratte in the record, where the admin has linked to the whole history of user's comments, rather than to the specific comment for which the record was given. Only in the fourth entry in the record, Ratte has linked to the actual comment. It may be that the three other records have referred to multiple comments that the user has made, but this causes now difficulties, when discussing why the user was given the recording, after there are later comments in the history too.
