Insemination is the act of introducing sperm/semen to the reproductive tract of a female/fertile herm. In short, cumming inside a female that could reproduce. This is why artifical insemination exists, but does not always result in a baby each time it's attempted.

Impregnation is the specific circumstance in which insemination results in a pregnancy- and though it's often shown as occuring instantaneously within a single image, it usually takes a few days before impregnation occurs.

So, in short, impregnation should imply insemination, but by no means should they be aliased.

Impregnation is a major kink for some folks, that one is definitely needed.

But we already have the artificial_insemination tag, which seems redundant with insemination. I think we can alias that one away.

We already have the cum_in_pussy and cum_in_uterus tags for that. I can't think of any reason to keep insemination.

"in short" means just that. Saying it in a very basic short form that is by no means completely accurate, to help people understand the greater points involved. For tagging insemination, the female/herm must somehow be shown to be fertile in some manner when cum into- Simply being cum into does not meet the standards for insemination. It cannot be implied to either tag you note because either could be possible going by any particular image.
