I've found someone who's done a lot for this site, no negative records, yet no appreciation either. I'd love to get him some encouragement. So any idea how green marks are done?

In the same way that you report a user, but instead of reporting them for doing something wrong, tell us how you think they are doing something worthy of receiving a positive record. To do that you just have to hit the "Report User" button on a users profile.

So we can report users in order to recommend them? Huh, I never thought of that. Internet communities are usually so filled with crap that "report" seems to have a purely negative connotation.

I would also recommend more doing this, so we could have more candinates for privileged and above users to help with the site more.

Reports primary purpose is still that, but they are handled manually so that can also be used to notify about good behavior and such.

Maybe the display text should say something else to reflect that? How about Report\Commend? Or maybe a more straightforward alternative would be a new Thank this user link to keep a score?
