I do not know about developing Universal Windows Platform apps but I believe they must be signed or else they can’t be installed, similar to iOS. There’s probably a way around it if that’s the case.

Like BlackLicorice said, that app needs to be signed, but as of the time creating that post i had no developer account at Windows, shortly should follow up a version where there no need anymore for an external installtion of the Certificat.
