The whistle tag seems to be used for both an object(whistle) and the act of whistling, while there is the tag whistling which has about 2 pages already and whistle has about 8 and is used for both
I have two ideas. We either use the tag whistle_object for pictures like this for the object

And keep whistling for these examples and alias whistle to whistling basically forcing it as the verb form.

I think that would help for finding picture with character blowing on whistle unless we think we need a separate tag for that act

The other idea is to use whistle_in_mouth and/or holding_whistle instead for picture like the following and just add whistling if it's obvious that's occurring like in the dinosaur picture above this, basically using whistle only as it's noun form

And I'll go through and change whistle to whistling if someone is whistling with just their mouth or off scene and there is no physical whistle present and make note in wiki that whistle is used for the object and whistling is for the act, that way no new tag alias has to be made.
I still think there will be mis-tagging until we choose whether the tag whistle should be either a noun or verb and than either alias it to whistle_object or whistling that way it will be more obvious the wrong tag was used after applying it.
Anyways those are my ideas. Thoughts?
