Same artist. Both names are listed on the excitedcargoyle FA page with excitedcargoyle as commission account and monstercheetah as personal art account.
An e621 account named MonsterCheetah has been posting recently with the artist tag monstercheetah in place of excitedcargoyle, so it's a reasonable assumption that the artist prefers the newer name.
EDIT: The tag alias excitedcargoyle -> monstercheetah (forum #258977) has been approved by @Rainbow_Dash.
