diphallism is two literal penes, separate but on the same area; hemipenes is two separated sections, but on one penis.
to make a pseudo joke, diphallism is like two barrels of a gun that just share space, and hemipenes is two barrels that are attached to one point of the gun.

how would you define canine or equine penises that arise from a single sheath since it rarly visible if they are separate organs?

Single sheath with two canine/equine shafts? Those are pretty rare and I can't find any examples offhand, but I'd probably go with diphallism. Since it'd likely look like an extra penis; canine and equine penises are normally singular. In general, sheath(s) plus two penises equals diphallism. Whereas hemipenis is pretty much limited to genital_slit and cloaca.
Mismatched genitalia is where it starts to get tricky. Such as two canine shafts out of a cloaca. Those need to be tagged on case to case basis.

- A hemipenes everts from within the body similarly to a bee.
- Semen travels the outside of the hemipenes, not the inside.
While these are all true the problem would be that only a hand full of artists out of the hundreds who draw lizard peni archived on this site draw hemipenes with this proper anatomy in mind uu;

I don't have the resources or personal experience to irrevocably settle that question, unfortunately.

I think that from the perspective of the furry fandom, there's not much point to distinguishing between multiphallus and hemipenes (except that the latter is going to look like snake dick.)
If anything, hemipenes should be implicated to multiphallus and only tagged if a knowledgeable person can identify the hemipenes as particularly accurate to a snake's or lizard's.

Actually, there were quite a few complains about it: users who like diphallism generally dislike hemipenes, and vice versa. Which is why they were split in the first place.
They're almost polar opposites: diphallism tends to be popular among hypers and musclefurs, and hemipenes among those who prefer anatomically correct art.
