That would theoretically be a valid reason to keep both tags, only they do not seem to have been used with that distinction consistently in mind. I suppose someone could and regularize their usage on old posts, but how likely is it that people will to continue to use them correctly in the future?

Why not just do it. They both mean that the character in question is crying or something close to it.

Actually, while I agree that "tear" and "tears" mean essentially the same thing, I'd argue that neither necessarily implies crying, since people also shed tears in response to eye irritants (like when cutting onions). I don't know how often art that depicts such situations comes up on this site-if the answer were "never", both "tear" and "tears" should probably be aliased to "crying", but I don't think that's a wise call to make.
