After looking back at forum #151343 it seems that we never got around to making a decision on how to tidy these tags up a bit.
I've had a look through them all again and this is the results:
Uniform.

Outfit
Tags with over 10 posts:
magical_girl_outfit - 43
harem_outfit - 41
cowboy_outfit - 33
cheerleader_outfit - 12
Looking at these examples and the complete lists there are also many (but, thankfully, mostly small in number) conflicts, including:
maid_costume + maid_uniform + french_maid_uniform
military_uniform + military_outfit + army_outfit
pilot_outfit + pilot_uniform
nurse_uniform + nurse_costume
cheerleading_uniform + cheerleader_outfit
animal_costume + many other specific animal costumes
and several others.
The main issue with these tags seems to be context. I'll use police as an example:
For these three:

it's pretty clear that these characters are police officers, so the uniform tag would be the best option.
For these three though:

it is most likely that they are simply strippers, in which case, the costume tag would be the best option.
Overall, it would be very time consuming to tag every picture based on context, and would be even harder to keep on top of these in the long term. So my thinking goes back to the discussion in forum #151343. Would it be best to simply have one umbrella tag for all of the above?
If so, my vote is still for using outfit as I feel it is less specific than the other two to the point where it should work for every post.
Any other thoughts?
