Experienced artists aren't going to give free requests commonly, if ever. This isn't because "grr I want money". It's because "grr I want basic respect".

The kind of people who exclusively make requests and never pay commissions are usually not the kind of people who respect art or understand the work of artists, and the requests they ask for are generally outlandish and overbearing even by commission standards (i.e. 4+ characters banging with detailed background...)

While you yourself are asking merely for single-character drawings, the fact is that accepting one request implies accepting all requests and the idiots will storm in.

Generally, someone who puts thought and consideration for the artist into a request will also be willing to pay a commission, so there's no reason for most artists to regularly accept requests instead of commissions.
