I know that the red frame is for deletion, but what does the yellow and green mean and that just some have it?

Green/yellow seems to take priority over flagged for deletion, and not the other way around for some reason.

The dontgiveafuck shade, somewhere around 80%-additive blue with a hint of goldenrod. (As in, it's not that important for such a rare case.)

Red will still have priority over blue, if the post is not approved yet. Once approved, the red will still be there if not accepted or denied.
Red basically have priority over any color if flagged.
