What denotes usage of the saggy_balls tag. I've seen some pictures out there that I would personally use it at, however I'm not sure if my personal opinion is enough to warrant the tag. What I'm asking, is can I get a guideline on how low testicles have to hang in order for the tag to be used.

Not strictly, but Sanders' style has several posts that are excellent exemplars for that particular tag.

saggy balls tag is meant for balls that are hanging REALLY low. like much lower than average.
