Reason:

Essentially, these are the same thing.

Tagging seems fairly even, yet crop top is the most common label you will find for this kind of fashion IRL, and not short shirt, which is a verbatim description of the garment.

I'm not too clear with all these names for clothing, so I apologise if I'm completely wrong, but isn't there a lot of overlap with tank_top here as well?

EDIT: Looks like a lot of crop tops are also tank tops, but not all, so an implication wouldn't work here. Nevermind.
