Implicating crowd → public

Reason:
To be in front of/near a crowd you have to be in public.
Side note, public seems to have a lot of mistagged public_use images and vice versa.

I was under the impression that public was for public sex and public nudity, rather than just being "in public". In other words it seems like they are used slightly differently.

<facepalm> Didn't notice that! lol Still, this doesn't take questionable and safe posts into account. Both public and crowd tags aren't exclusive to explicit posts. I'm just trying to make sure these tags work for every post.

Looks like some taggers have got it mixed up with crowd or being_watched.
None of those should be tagged as public. Since, as was pointed out, public is only for public sex. I'll clean it up.

public_nudity is somewhat related, do you think it would benefit the tag to imply public?

Public_nudity seems to be tagged a lot for undressing in public (exhibitionism) and streaking. If it were only limited to those, then I suppose the implication would work. But there's also several instances of wardrobe_malfunction, and I'm not sure if those belong under public..

Since public is used mainly for public sex, I'm going to have to deny this one. It's mistagged but further conflating the definition at this point probably isn't a good idea.
