Got no problem with dragon's having boobs, they're after all fantasy creatures in the first place. Got more problem when reptiles get them, but don't really mind that either most of the time. But to answer your last question: No.
Also, you forgot about fish, amphibians, molluscs, arhtropods, annelids, sponges and jellyfish (etc?) ;)

Specifically for dragons? I don't think so. Seems redundant and may cause clutter.
There is the non-mammal_breasts tag, but it appears to be rather underutilized.

Yeah, that one is really undertagged. I suppose it doesn't help that it has a longish and not-exactly-intuitive name.
Edit: I'm purposely leaving off the implication to breasts because they tend to get used for huge teats, which can be messy to clean up (and understandable to tag it that way). The convenience of the implication isn't really worth mixing the two up.
