A wavy speech bubble is a type of speech bubble with smooth curves forming a wavy shape along the contour. The shape is often used as a signal for unease, or anxiety.
The tag applies to short, and long curves and not all examples will be cleanly drawn, with unbroken smooth curves all the way around. It is fine if the curves are broken somewhat, especially if the themes appears to match the idea of a wavy speech bubble.
