A character with a hat on their penis. This usually refers to a normal sized hat being used to cover the penis, resting on, or hanging off of a penis - but can also refer to a small hat being worn on the tip of the penis. If the hat is "purpose made" for wearing on the penis, it should also be tagged as penis clothing.

Tag Notes
If the penis is visible, or the shape/form of the penis is visible despite being covered by the hat, the image should be rated Explicit.
If the hat completely obscures the penis (and the crotch in general), the image can be rated Questionable.
