Snotter is the unfortunate portmanteau for the snake-otter hybrid.
The hybrid variation known as snotter was first coined and created by Risorahn and usually consists of the following anatomical traits:
* Otter body size originates from the South American giant river otters;
* Face of an otter;
* Arms and legs of an otter;
* Fur density of an otter;
* Tail of a snake;
* Scales that the fur grows over;
* Fur that is in the pattern of a snake's scales;

The design should take a dragon style skeleton approach rather than a naga one.
Variations on the snotter design that would be included are:
* Snake or otter style of tongue and teeth;
* Single or hemi-penis designs;
* Overall size and shape of the character

As long as the character has shared qualities of a snake-otter hybrid and is not a naga or shapeshifter, it is considered a snotter.
