True. But Leafeon doesn't really need to rely on rain to survive, since it can just move around to get water on it's own, unlike stationary plants that are rooted into the ground and are dependant on rainfall. Plants normally drink with their roots, but Leafon most likely just uses it's mouth like any other animal. So in the rain it's just getting wet unnecessarily, really. Sunlight is much prefered weather for nutrition for Leafeon. Even both of it's abilites are sunlight dependant.
