(this is the first time I'm trying to do a major tag project have mercy if I make a mistake with formatting it in the forum and stuff)

As of writing there are FOUR HUNDRED TWENTY TWO (422) general tags that include the word "bikini".
That's too much. Especially because many of them are only in the double or even single digits.

Step one: Flag bikinis.
There are 26 [country]_flag_bikini tags. These posts can easily be found using [country]_flag + flag_bikini with very few false positives.

Sadly out of these 26, 21 are entangled with implications requiring multiple BURs to fix.

These two need to be done after the other BURs have been approved. The system doesn't even allow me to suggest them because

Antecedent name has already been taken

I don't even know what that means

Antecedent means the first term in the line. So if your alias/implication is of the form
From: A To: B
(or in BURs)
alias A -> B
A is the antecedent tag. (I call B the consequent tag but there's no "official" term)

name has already been taken

means that the tag is currently aliased to another tag, or is present as the antecedent tag in a pending alias.

Also if you're wondering what a Blocking Transitive Relationship (BTR) is, it is a BUR exclusive warning (when trying to alias through a BUR) that appears if the antecedent tag has any pending/active implications/aliases. A good tool to verify if you will encounter a BTR / find what is causing a BTR is MetaSearch
If you spot the word Active or Pending when you search the antecedent tag, you are guaranteed a BTR

That is quite bothersome. Is there a recommended way to sidestep this issue?

Take the BTRs lines and put them in the next BUR
And/or remove them from the BUR and do them in the followup after the 3 BURs are finished

I simply moved the removals to the other two BURs so as long as they are approved before the last one it should work right?

Well you still have to move these two

But there isn't any action being performed with them where they are aliased or implicated again.
The follow up:

alias stars_and_stripes_bikini -> flag_bikini
alias usa_bikini -> flag_bikini

Will only come in the next BUR since It won't even allow you to put them in a BUR yet.

I would not say "nothing":
