Just to be sure. If an underage user gets banned and they ban evade, do they stay banned when they turn 18?

I would say yes, as the "ban evasion" ban "overwrites" the underage ban.
They need to email the administration proof that they're no longer underaged and get their first account unbanned, before they make new accounts, as then they would get banned for evasion.
