Just a question how many nautrals can a user have before getting a negative and no i'm not planning on doing it on purpose just wanna know really

From what I understand you get 1 neuteral for every broken rule which goes to negative for repeated infractions. So count the number of individual rules and there's your answer... Or you can take a page out of Chaser's book and get records that way.

Highest number (achieved): probably 6.
Highest possible number: no upper limit.
It depends what the user is doing.
