They weren't red/green before until you clicked them. That was changed months ago to give an indicator of your changeable vote

@Obscenity: They're gray now, but if you click one, it'll change to green or red. It's to remind users which vote they gave on the comment, if they gave one.
Also, they're triangles so that they're easier to click since they're bigger than arrows.
